Please look again. Tom is standing with one foot in the water, behind the tree root. His other foot is brought up to stand on the root, and he is leaning forward. So, in truth, they are about the same height as pictured. Tom does look old, but recal that he is "oldest and fatherless", not a 20-something. Nasmith is good about portraying age in ageless characters (Aragorn in 5 days after Weathertop/Death of Boromir, or the Queen of Faery in Smith and the Queen Faery). I don't think this is a great rendition of Goldberry, but it is not as terrible as you suggest. Still, I would be interested in seeing a version of them by you, as it may well be better in some way.
