Judging from the dwarf figures at the side and the style of the buildings, is seems that this picture is depicting the arrival of a Black Rider to the Dwarfs in the North as recalled by Gloin at the Council of Elrond.
"Then about a year ago a messenger came to Dain, but not from Moria - from Mordor: a horseman in the night, who called Dain to his gate."
The picture captures this part of the council excellently and is yet again a Howe masterpiece.

Tee-hee, I absolutely LOVE the bridge, it's so cool-looking! Plus, the creepy Black Rider is very sinister and well-drawn. I kinda like the long, droopy tail of his hood, and the horse's glowing red eyes. I wish I could see a castle that looks this neat!
